Waves of European settlement—and subsequent resource appropriation and reordered economic relationships—led not only to poverty for many American Indian and Alaska Native nations but also to their dependence on external decision-makers and external financial resources. The story is the much same for Native nations around the world. A major task is to escape dependence on outsiders and rebuild the economic foundations of self-determination and self-government.
