David M. Gipp is an enrolled Hunkpapa Lakota of the Standing Rock Sioux Tribe located in NorthDakota and South Dakota. He is currently President of DM Gipp & Associates, LLM. Gipp was the past director, president and chancellor of the United Tribes Technical College for over 37 years(1977–2014). He remains President Emeritus. His principal work since 1972 has been in the development of tribal colleges and universities. Gipp is the former, first permanent executive director of the American Indian Higher Education Consortium (1973–1977), and a founder and past chair of the American Indian College Fund. He is also a member of the Harvard University HonoringNations Board of Governors, a council member on the Secretary of Labor’s National Native AmericanEducation and Training Council, and serves on the Cobell Board of Trustees. He is a past board member, National Indian Education Association; past Great Plains Vice President to the NationalCongress of American Indians; and serves on numerous other boards.
Gipp has a bachelor’s degree in political science and government from the University of NorthDakota (1969) and was awarded a Doctorate in Laws, Honoris Causa, from the North Dakota StateUniversity (1990) for his contributions in developing policy and law in Tribally Controlled HigherEducation. Among other awards, he was the 1995 Indian Educator of the Year of the National IndianEducation Association, and recipient of the 1997 North Dakota Multicultural Educator of the year.
